P:
The federal govenment is taxing each citizen for MediCare to be delivered upon retirement, but then reduces the expenditure until that Medicare when delivered is less than originally contracted for, allowing the government to make a profit on each patient. That profit is then used on totally unrelated expenditures. Thus, a complete cycle of political corruption has been achieved, with all parties suffering from its effects.
