demand soar while we did very little to increase supply or to upgrade the
infrastructure that delivers power to consumers. Look no further than California
to understand America's potential energy future: rolling blackouts, unemployment,
and financial fatalities that stretch from the new economy to agriculture.

The price caps in place last year also contibuted to California's
supply misery: The export of power out of California rose 85% and electricity
supply in the state fell 3,000 megawatts during that period".

to electricity consumed in California, not to the electricity exported
from California to Mexico's maquilidora factories in Tijuana and Mexicali.
These exports to Mexico continue to contribute in large part for
the fall in supply of electricity within California.]
